A Trolley Runs Through It

A downtown trolley is a great idea, but do the organizers of Book Festival and Flower Mart know they are likely to be derailed by a trolley line through Mount Vernon Place? And how does that proposed trolley line, which is a great idea, impact plans for redoing the streets and sidewalks in Mount Vernon Place and any work done on the parks? Answers to all these questions must be in one location or in one master plan somewhere, right? They gotta be. Or am I just dreaming because this is Baltimore, where everybody reads (supposedly), but nobody works together?
